Azerbaijan Emphasizes Role of Law in Climate Change Mitigation


BAKU—At the international conference “Law and Climate” held in Baku, Anar Baghirov, the chairperson of the Bar Association of Azerbaijan, underscored the critical role of legal frameworks and legislation in addressing climate change challenges.



According to Trend News Agency, Baghirov stressed that climate change is a pressing global issue that impacts not only environmental sustainability but also human rights, economic stability, and social justice. He highlighted the adverse effects of climate change, including natural disasters, loss of agricultural lands, and water scarcity, which can lead to significant human rights violations across various regions.



Baghirov pointed out the disproportionate impact of climate change on vulnerable populations, which worsens living conditions, exacerbates poverty, and increases inequality. He emphasized the necessity of legal instruments in combating climate change and called for greater efforts from legal professionals to ensure climate justice.



Further detailing the legal approach, Baghirov mentioned Azerbaijan’s commitment to international climate change agreements and the promotion of sustainable development. He referenced Article 39 of the Azerbaijani Constitution, which guarantees every citizen the right to live in a favorable environment, highlighting the direct link between environmental degradation and the infringement of basic human rights, including the right to life and health.



Baghirov’s remarks underline the importance of national and international legal reforms and cooperation in the ongoing global fight against climate change, stressing the role of the legal community in spearheading these efforts.
