Azerbaijan Enacts Parliamentary Reform Barring Deputy Speakers from Holding Committee Chair Positions

BAKU — In a significant parliamentary reform, deputy speakers of the Azerbaijani Parliament will no longer be allowed to hold committee chair positions, following the adoption of new rules. This change comes in the wake of the recently held snap parliamentary election on September 1 in Azerbaijan.

According to Trend News Agency, the reform aims to streamline the functions and increase the efficiency within the legislative framework. The election saw a robust turnout with 112,749 local observers registered. Among these, more than 65,000 were representatives from various political parties. Additionally, the election garnered international attention with 598 observers from 51 organizations across 69 countries monitoring the process.

The electoral race was competitive with 990 candidates registered, out of which 305 were representatives from 25 different political parties. Notably, 371 candidates were affiliated with political parties but ran independently, not under the party banner. Overall, 676 candidates declared a political party affiliation.

The Constitutional Court of Azerbaijan ratified the election results on September 21, confirming the legitimacy of the electoral process and paving the way for the implementation of the new parliamentary rules.
