Former presidential envoy to Talas region placed under house arrest

Former presidential envoy to Talas region of Kyrgyzstan Bakytbek Narbekov was placed under house arrest. Own sources informed 24.kg news agency.

Such a decision was made by the Talas City Court.

«It is known that the former mayor of Talas, Askar Shabdanov, was taken into custody for 10 days. He was placed in the temporary detention facility of the local Internal Affairs Department. The same decision was made in relation to the director of the Development Fund of the region Emir Tynybekov, the former head of the Talas Regional Department of Construction and Engineering Infrastructure Salamat Salybaev and a representative of Nika KG LLC,» the sources said.

Recall, the former presidential envoy to Talas region and the ex-mayor of the city were detained in Talas. The State Committee for National Security initiated a criminal case on the facts of conclusion of a knowingly unprofitable contract for the construction of a garment factory in Talas and the illegal transfer of 25 million soms to the account of Nika KG construction company. According to investigators, the cost of the project was artificially inflated. In October 2022, according to the results of the auction, Nika KG LLC was recognized as the winner for the construction of the factory.

Based on the contract, 100 percent of the money was to be transferred after the actual acceptance of the entire volume of work performed. However, the director of the Development Fund, at the direction of the former presidential envoy to the region, transferred 25 million soms, of which the first, according to information that requires additional verification, received the so-called kickback.
