On December 28, a new chairman and his deputy were appointed to the Baku Serious Crimes Court. The head of the court was Ismail Khalilov, who had previously been a judge of the Supreme Court, and before that, the Baku Court of Appeal.

Shalala Hasanova, who was previously a judge of the Baku Administrative Court, has been appointed Deputy Chairperson of the Baku Serious Crimes Court. The position of head of the Baku Serious Crimes Court became vacant after Mahmud Nabiyev died.

The head of state also appointed a number of new chairmen, deputy chairmen in the courts of appeal and courts of first instance
