Ombudsperson to control all cases of violence against women and children

The Institute of Ombudsman of Kyrgyzstan, together with non-governmental organizations, will control all cases of violence against women and children at all stages, attracting the attention of all relevant government agencies responsible for ensuring protection from any type of violence. The office of the main human rights activist of the country reported.

It is noted that the goal of Atyr Abdrakhmatova’s initiative is joint work to help a particular woman, a particular child, who were previously unable to receive proper protection, to strengthen interagency cooperation — the victim of violence should not be left alone with her misfortune.

Employees of the Ombudsman’s Institute, in partnership with NGOs and lawyers, will use mechanisms for providing legal assistance, as well as referrals to provide social and psychological support to victims, including providing them with asylum.

According to Atyr Abdrakhmatova, this will help the state system of victim protection to become effective and accessible to every victim of violence.

She believes that the negligent attitude to their duties on the part of some civil servants, their low sensitivity and commitment to the values of human rights or professional burnout, as well as the untimely conduct of the required examinations and measures to collect primary evidence, have made the state system ossified even in egregious cases of violence against women and children.

«As a result, the victim knocks on the doors of state structures without receiving significant assistance, and sometimes, on the contrary, hears accusations and rudeness addressed to her. It is not uncommon for individual law enforcement officials to push victims to drop charges. There are questions about such a legal instrument as a protection order. Therefore, within the framework of the new mechanism for the protection of victims of violence, the interdepartmental working group, in addition to considering individual cases, will identify systemic problems and work out joint solutions — targeted recommendations to help the victims,» the Ombudsperson said.

The Institute of Ombudsman annually receives more than 200 appeals on facts of violence.
