Russia ready to discuss some Western security ideas, Putin says

Russia is not opposed to discussing a number of Western ideas on security issues, provided that all issues are considered in a complex, without separation from proposals that are important for the Russian Federation, Russian President Vladimir Putin said during a press conference with his Belarusian counterpart Alexander Lukashenko, APA’s Moscow correspondent reports.

“At the same time, they (the United States and NATO) have formulated a number of ideas on European security issues – intermediate and shorter-range missiles, military transparency, which Russia is not opposed to discussing. And we are ready to follow the negotiation track, provided that all issues are considered in complex, without breaking away from the main Russian proposals, the implementation of which is an absolute priority for us,” the Russian leader said.

Russian-Belarusian exercises do not threaten anyone – Putin

“Russian President has announced that military exercises of his country that jointly held with Belarus do not threaten anyone,” said Russian President Vladimir Putin at the joint press conference regarding the finals of talks with his Belarusian counterpart Alexander Lukashenko, APA’s Moscow bureau reports.

“Russian-Belarusian joint exercises do not threaten anyone,” said Putin.

Press: New Armenian President may be elected on March 3

The new President of Armenia may be elected on March 3, APA reports citing Zhoghovurd newspaper.

According to Zhoghovurd daily’s information from sources close to the “Civil Contract” Faction, the authorities intend to hold the election in the period from March 3 to March 5; it is not ruled out—on March 3 exactly.

The authorities do not have enough votes to pass residential candidate Vahagn Khachaturyan in the first round, and [therefore] they have turned to the [parliamentary] opposition for help. However, their intention did not succeed, and, in fact, they already realized that the president would not be elected in the first round. According to the constitution, at least three-quarters of the total number of votes of the MPs—or 81 votes in favor—is required, whereas the majority has only 71 seats. The presidential candidate will not be elected without 10 votes of the opposition.

Moreover, according to the Zhoghovurd daily’s information, the inauguration ceremony of the President is planned to be held on March 14-15,

King of Morocco sends speech to 6th European Union-African Union Summit

His Majesty, Mohammed VI, King of Morocco on Friday sent a speech to the 6th European Union-African Union Summit, which is held in Brussels, APA reports citing MAP.

Here follows the full text of the royal speech, which was read out by the minister of Foreign Affairs, African Cooperation and Moroccans Abroad, Nasser Bourita:

“Praise be to God,

May peace and blessings be upon the Prophet, His Kith, and Kin Your Excellencies, Heads of State and Government, Your Excellencies, Ladies and Gentlemen,

It is only natural that, in keeping with the history and the requirements of a shared destiny, Morocco should simultaneously address Africa, a continent to which it belongs, and Europe, its neighbor and closest partner.

Education, culture, vocational training, mobility and migration are the priorities of my action, whether it is in Morocco, in Africa or in the framework of our partnership with the European Union.

The principal reason for this is because these themes essentially concern youth, which is our human capital. It is on them that the Partnership between the two continents should capitalize in order to achieve its full potential.

Another reason is that these major sectors have been hard hit by the pandemic, which requires us to take joint action, on a large scale.

First, in the area of education, let us keep in mind that, at the height of the pandemic, 94% of the student population in the world suffered school closures. We therefore need to ensure the continuity of education, taking into account the new context of digital transformation in this domain. Although global, this requirement is particularly crucial in Africa, a continent where 50% of the population is under 20.

Moreover, our schools, universities, and vocational training institutions need, just like our respective economies, a robust recovery to make up for the 1.8 trillion hours of lost schooling.

Furthermore, the pandemic has not spared culture either, be it in economic terms, or from the standpoint of access. In this regard, the shock has been considerable. It is therefore necessary today to re-establish cultural cooperation mechanisms in order to reinvigorate the sector, which is a real lever for bringing people together in Africa, in Europe and also between the two continents.

Finally, the pandemic has shown that in terms of mobility, migrants do not have a harmful effect on the economy. On the contrary, they have a positive impact in their host country – where they are often “essential workers” – as well as in their country of origin. We should therefore take the question of migration for what it is: it is not so much a challenge as a host of opportunities.

I firmly believe this to be true, especially since as the African Union’s Leader on the issue of migration, I have always sought to dispel misunderstandings. And this is, by the way, the purpose of the African Migration Observatory, whose creation I personally encouraged. The Observatory’s mission is to provide objective data; to re-establish the truth; to reconcile the interests of Africa and those of Europe when they appear to be contradictory; and to replace the security-first approach with the mobility-development continuum, in keeping with the humanist spirit of the Marrakech Compact.

Your Excellencies,

Ladies and Gentlemen,

Guaranteeing education, accelerating the training and employability of our youth, promoting culture, putting migration and mobility in order are the challenges of the Partnership between the African Union and the European Union.

These future-oriented objectives should inspire and inform our approach to the AU-EU Partnership. Neither Africa nor Europe can achieve them on their own. We have a common responsibility, and our interest in this is no less significant.

Let us hope our discussions today will be a step in that direction. For the real accomplishment of the partnership between the African Union and the European Union is not to bring together 81 countries, but rather to make them pledge resolutely to promote peace, stability and shared prosperity; in other words, to make them commit to the future of all citizens – African as well as European.

Drivers arrested for 30 days, company owner expects more severe punishment

On February 18, the Narimanov District Court administratively arrested the truck drivers who blocked traffic on Heydar Aliyev Avenue the day before – Miralem Mammadov and Elvin Melikov for 30 days. Another driver, Bahtiyar Mammadov, was not held liable for health and age reasons.

The owner of the transport company “R Qpup Azerbaijan” Ramish Jafarov, who also participated in the action as a driver, was brought to criminal responsibility and a measure of restraint in the form of detention was chosen against him.

On the fact of blocking the road in the Main Department of the Baku Traffic Police, a criminal case has been launched under Art. 233 (violation of public order), which provides for punishment in the form of imprisonment for up to 3 years.

On the morning of February 17, drivers blocked traffic on Heydar Aliyev Avenue in protest against the failure of the State Road Transport Service to issue permits for international transportation. The protesters claimed that the state structure was abusing its powers and extorting additional fees for permits.

In turn, the Ministry of Digital Development and Transport, which is in charge of this civil service, rejects these allegations and assures that order has been put in place in this area and there is a “transparent mechanism” for distributing permits.
