Baku: Allocation of per capita funds from the state budget for compulsory personal insurance is being discontinued starting next year, APA reports. This change means that no funds will be allocated from the state budget under the per capita financing framework for individuals covered by state compulsory personal insurance.

According to Azeri-Press News Agency, this development is reflected in the proposed amendment to the Law ‘On Medical Insurance,’ which was discussed during a meeting of the Milli Majlis Committee on Economic Policy, Industry, and Entrepreneurship. The amendment signifies a shift in how compulsory personal insurance will be financed, potentially impacting a wide range of individuals currently benefiting from this system.

Currently, under the existing framework, citizens of the Republic of Azerbaijan, along with foreigners and stateless individuals who have been granted refugee status in the country, are covered by the state budget. This budget pays a compulsory health insurance fee of 90 manats per person annually. Additionally, those under the protection of the UN High Commissioner for Refugees’ Representation in Azerbaijan are also included in this coverage.

The proposed legislative change, therefore, represents a significant policy shift, with implications for the future financing of health insurance for these groups.
