Amnesty Act to cover more than 15,000 persons-UPDATED

“Amnesty Act will cover more than 15,000 persons,” said Chairman of Parliamentary Committee for Legal Policy and State-building Ali Huseynli during discussion of draft decision “On announcement of Amnesty Act on the occasion of November 8 – Victory Day”, APA reports.

According to the decision draft of Azerbaijani Parliament “On the announcement of Amnesty Act on the occasion of November 8 – Victory Day”, scope of prisoners, who will be free from unserved part of period of imprisonment for certain time regardless of period of the determined imprisonment, has been revealed, APA reports.

Following prisoners are suggested to be free from unserved part of imprisonment for a certain time regardless of the period of imprisonment in the draft:

– close relatives of those, who participated in combat operations for protection of sovereignty and territorial integrity of the Republic of Azerbaijan in the Patriotic War, as well as who were killed and became missing in the war and combat operations;

– those, who have been awarded orders and medals regarding participation, as well as for other special services in combat operations for the protection of sovereignty and territorial integrity of the Republic of Azerbaijan in the Patriotic War;

– close relatives of those, who became disabled or were killed as a result of Armenian military provocations against civilian people until the entry of the decision into force, as well as during the Patriotic War;

– close relatives of those, who became disabled, were killed or became missing in the Khojaly Genocide;

– persons, who were deported from Armenia as a result of ethnic cleansing, terrorism, and genocide in 1948, 1953, and 1988, 1992;

– people, internally displaced from their native lands as a result of Armenia’s occupation a part of Azerbaijani territories in 1988-1993;

– close relatives of those, who became disabled or martyr in the January 20 tragedy in 1990;

– persons who have fulfilled their international duty or participated in peacekeeping operations in the Armed Forces of the Republic of Azerbaijan, as well as the former USSR, as well as close relatives of persons killed or missing in connection with the performance of these duties;

– persons who took part in the battles against fascism during the Second World War, as well as those who served in the armed forces and the rear of the former USSR and were equal to them in accordance with the law, as well as close relatives of those killed or missing in these battles, as well as persons awarded orders and medals of the former USSR;

– persons who took part in the elimination of the Chernobyl accident and their guardians (if the guardianship is determined in accordance with the legislation);

– women;

– persons under the age of 18 at the time of committing the crime;

– persons who have reached the age of 60 before the date of entry into force of this decision;

– persons with I and II degree disabilities before the date of entry into force of this decision;

– persons who have a minor child under their guardianship (custody) or a disabled child of the I and II degrees, as well as persons whose paternity, adoption, guardianship, and custody are established in accordance with the legislation until the day the decision comes into force.
