Baku: The GDP growth in Azerbaijan is entirely driven by the development of the non-oil and gas sector, as stated by Economy Minister Mikayil Jabbarov during a discussion of the 2026 state budget draft at the Milli Majlis.

According to Azeri-Press News Agency, the minister highlighted that with the expected growth rate for 2025, the average annual GDP growth for the period from 2022 to 2025 is projected at 3.3%. This projection falls within the 3-4% range defined by the country’s economic strategy. The non-oil and gas sector is expected to see an average annual growth of 6.1%, surpassing the target of 5% set by the 2022-2026 socio-economic development strategy.

Between 2019 and 2025, all areas of the non-oil and gas sector have shown growth. Leading this growth are the information and communication sector with an 11% average annual growth, the non-oil and gas industry at 9.7%, and transportation and storage at 7.8%. Other sectors such as construction and tourism have exhibited relatively lower growth rates of 4.4% and 4.1% respectively, while agriculture, trade, and social and other services have reported growth rates of 3.2%, 3.0%, and 2.9% respectively.
