Baku: Azerbaijan has granted amnesty to 18,203 individuals following a decision by the Milli Majlis on December 19, 2025. The amnesty, declared on the occasion of the 'Year of Constitution and Sovereignty,' has been implemented from December 22 to March 31. This initiative was jointly carried out by the Ministry of Justice's Penitentiary and Probation services, the Investigation Department, the prosecutor's office, and the courts, as reported by the Ministry of Justice to APA.

According to Azeri-Press News Agency, 5,310 individuals were released from imprisonment, while 10,226 were freed from non-custodial sentences. Additionally, the sentences for 2,648 individuals were reduced by six months. Nineteen people were exempted from criminal liability under the jurisdiction of justice bodies' investigations.

The amnesty also included 20 individuals who participated in the Patriotic War and 18 individuals who had reached the age of 60 by the effective date of the decision. Among those granted amnesty, 1,309 had committed crimes not posing great public danger, 15,996 had committed less serious crimes, and 898 had committed serious crimes.

In total, the amnesty beneficiaries included 17,292 men, with 86 being minors, and 911 women, including one minor. The implementation of the amnesty act continues.
