Azerbaijan Introduces New Penalties for Begging

Baku: Individuals engaged in begging in Azerbaijan will now face fines or administrative detention, as reported by APA. This development is part of the new Article 523-1 added to the Code of Administrative Offenses, which was recently approved by President Ilham Aliyev.

According to Azeri-Press News Agency, the draft stipulates that those caught begging will receive a warning or face fines ranging from 100 to 200 manats. In cases where these measures are deemed insufficient, considering the circumstances and the identity of the offender, authorities may impose administrative detention for up to ten days.

The new regulations also address the involvement of minors in begging. Offenders will be fined between 200 to 500 manats for involving a minor. Should these penalties be considered inadequate based on the specifics of the case and the offender's identity, the authorities may impose administrative detention for up to fifteen days.
