Azerbaijan Sees Over 9% Increase in Non-Oil Sector Tax Revenues

Baku: Azerbaijan’s tax revenues from the non-oil sector have seen a significant increase of more than 9% in the first seven months of 2025. In January-July 2025, more than 10 billion 558.4 million manats were collected in taxes, as reported by APA-Economics, citing the State Tax Service under the Ministry of Economy.

According to Azeri-Press News Agency, this amount represents a 6% rise over the forecasted figures. Compared to the same period in 2024, tax revenues to the state budget increased by 285.6 million manats, marking a 2.8% growth. The non-oil and gas sector contributed over 7 billion 588 million manats, with the forecast performance at 103.4%. This sector’s tax collections saw an increase of 643.9 million manats or 9.3% from the previous year. Of the total taxes paid, 71.9% were from the non-oil and gas sector, while 28.1% originated from the oil and gas sector.

Additionally, during January-July 2025, revenue from mandatory state social insurance contributions exceeded 3 billion 699.7 million manats due to the formalization of salaried employees and the wage fund. This represents a 12.4% increase, or more than 409.4 million manats, compared to the same period last year. Contributions from non-budgetary organizations rose by 13.6%, reaching over 2 billion 446.3 million manats.

Unemployment insurance contributions grew by 10.7% from the corresponding period in 2024, amounting to more than 130.8 million manats. Contributions from non-budgetary organizations increased by 12.2%, totaling over 98.9 million manats.

Mandatory health insurance contributions also saw a 10.8% rise compared to the previous year, surpassing 641.1 million manats. Contributions from non-budgetary organizations escalated by 10.5%, amounting to over 449.3 million manats.
