Baku: Azerbaijan has identified the authorities responsible for imposing administrative fines on unregistered grants, as reported by APA. President Ilham Aliyev signed a Decree to establish these measures.
According to Azeri-Press News Agency, under the Code of Administrative Offenses, officials may be fined between 2,500 and 5,000 manats, while legal entities face fines ranging from 5,000 to 8,000 manats. These penalties apply to those conducting bank transactions or any other operations under contracts related to unregistered grants, as mandated by the Law 'On Grants' for recipients in the Republic of Azerbaijan, including banks and other payment service providers.
The Decree specifies that administrative offense proceedings will be handled by the Ministry of Justice for individuals, municipalities, municipal bodies, and other non-commercial entities, excluding religious organizations. The Central Bank will manage proceedings related to banks and other payment service providers, and the Ministry of Economy will oversee cases involving other commercial and public legal entities.
Further, the Code of Administrative Offenses outlines that officials and legal entities will incur fines for conducting banking and other transactions by non-governmental organizations or financial service providers under service agreements funded by unregistered external financial sources, as stipulated by the Law "On Non-Governmental Organizations (Public Associations and Funds)".
Under the same Decree, the Ministry of Justice will handle cases concerning non-governmental organizations, while the Central Bank will address those involving banks and other financial service providers.
