Baku: Azerbaijan has established a procedure for enforcing compulsory compliance on civilian aircraft, as reported by APA. This procedure is outlined in the ‘Use of Airspace and Flight Rules,’ which has been approved by the Cabinet of Ministers.
According to Azeri-Press News Agency, the regulations specify that compulsory compliance against a civil aircraft is to be applied only as a last resort. In situations where it is unnecessary to instruct the aircraft to return to its planned route or to direct it outside national airspace limits, compulsory compliance should merely involve identifying the aircraft. Additionally, compulsory compliance is not to be applied for training purposes.
The regulations also detail communication protocols, stating that information about aircraft direction and other data should be transmitted via radiotelephone once radio communication is established. If a forced landing is required, the designated aerodrome must be suitable for the safe landing of the intercepted aircraft.
In terms of actions to be undertaken by an intercepted aircraft, it must comply immediately with visual signals and instructions from the intercepting aircraft. Whenever possible, it should notify the relevant air traffic service unit. The intercepted aircraft should also use the emergency frequency 121.5 MHz to report its status and attempt to establish contact with the intercepting aircraft and the appropriate control station. If contact cannot be made, attempts should be repeated on frequency 243 MHz.
Additional instructions include the use of an SSR transponder to select code 7700 on Mode A unless otherwise directed by air traffic services. In cases where there is a conflict between visual and radio instructions, the intercepted aircraft must seek clarification while continuing to comply with the visual or radio instructions from the intercepting aircraft. If there are communication barriers due to language differences, messages should be transmitted twice to ensure comprehension and confirmation of critical information.
