Baku: Azerbaijan plans to develop a 'competition map' that will evaluate the level of competition across the country and its regions from 2027 to 2029. Existing regulations in various product and service markets are also set to be reviewed. This initiative is part of the 'National Action Plan for 2027-2029 on the Development of Competition and Prevention of Monopolistic Activity,' which was approved by an Order of President Ilham Aliyev dated September 11, 2026.

According to Azeri-Press News Agency, the action plan aims to analyze economic, technical, and administrative regulations, including licensing and permit procedures, to expand operational opportunities for market participants. Proposals will be prepared based on the analysis for improving these regulations. The plan also includes assessing the potential for transitioning to a competitive market model in certain infrastructure and service sectors where the state has exclusive participation or where special regulation applies. Draft amendments may be prepared for entities and activities subject to special regulation if necessary.

Additionally, the plan outlines the creation of a system of indicators to measure competition development across the country and its regions from 2027 to 2029. These indicators will serve as the basis for Azerbaijan's competition map, which will be developed and implemented. The principles of competitive neutrality will also be evaluated at state-owned enterprises, with proposals for improvement prepared. However, this measure will exclude banks where the state holds a controlling stake.

The main goal of the National Action Plan is to enhance the competitive environment, boost private investment, and support sustainable economic growth.
