Azerbaijan to Gradually Transition IDP Social Support System to New Model

Baku: Social support mechanisms related to internally displaced persons (IDPs) are being gradually transitioned to a new model, APA reports. This change is part of a proposed amendment to the Law "On the Social Protection of Internally Displaced Persons and Persons Equated to Them," which was submitted for discussion during the Milli Majlis session.

According to Azeri-Press News Agency, the current law maintains social protection measures for IDPs for three years after conditions are created for their return to their former residences. For those equated to IDPs, these measures continue until they can return to their original homes or permanently resettle elsewhere. The draft law now proposes that social protection measures will continue for three years from the date IDPs lose their IDP status.

Under the existing law, IDPs can temporarily settle independently if it does not infringe upon others' rights. In these scenarios, executive authorities must ensure relocation within the same settlement. The proposed amendment removes this requirement, allowing authorities to offer alternative housing outside the initial settlement if necessary.

The transitional provisions indicate that for IDPs provided with new housing in liberated territories before this law's enactment, the validity of social protection measures will be calculated from the date they received such housing. Additionally, IDPs who were studying at state educational institutions with tuition covered by the state will continue to receive this benefit until they complete their education.

The draft law was put to a vote and passed on its third reading.
