Baku: A new draft law concerning the 'Internal Troops' has been presented to the Milli Majlis, APA reports. Today, the Milli Majlis Committee on Defense, Security, and Counter-Corruption engaged in the first reading of this draft law.
According to Azeri-Press News Agency, the proposed law consists of six chapters and 30 articles, laying out the activities, rights, and duties of the Internal Troops of the Republic of Azerbaijan. It aims to establish a legal framework for their management while focusing on the protection of the constitutional order, sovereignty, public order, and public security of Azerbaijan.
The draft specifies that the Internal Troops' personnel will include both military personnel and civilian employees. Military personnel are required to possess professional skills, specialized training, and physical fitness, and must undergo special training to handle special means, fortified weapons, combat equipment, and special equipment. Regular checks will be conducted to ensure their capability in using physical force, special means, and firearms, as well as their proficiency in providing first aid.
Civilian staff employment relations within the Internal Troops will be governed by the labor legislation of the Republic of Azerbaijan. The draft also highlights the presence of specialized educational institutions aimed at training personnel, enhancing their qualifications, and conducting research activities. Military personnel have the opportunity to receive education in these institutions, or in specialized educational institutions abroad, as per international agreements.
To ensure the safety of military personnel and their families, the draft law mandates that information regarding their service and residence remain confidential and not be disclosed in the media or on digital platforms. Information about the operational activities of the Internal Troops will require the consent of the commander for disclosure.
Upon enactment, this new law will repeal the existing 'Law on the Status of the Internal Troops'.
