According to Azeri-Press News Agency, Azerbaijan's active diplomacy yielded concrete results in energy security, transport, and regional stability, establishing the country as a strategic transport hub in Eurasia. The enhancement of multilateral formats and new political dialogue platforms reinforced Azerbaijan's global influence.
The year witnessed the formalization of a comprehensive strategic partnership with China, expanding beyond economic cooperation to include political and technological collaboration. Zaur Mammadov, a political science expert, highlighted the elevation of Azerbaijan-China relations through the 2024 and 2025 Joint Declarations, emphasizing the strengthened political ties and increased trade turnover, which reached approximately USD 5 billion.
Azerbaijan's admission to the D-8 organization underscored its growing influence in the Islamic world and among developing economies. This membership expanded Azerbaijan's cooperation with the Global South and solidified its role in multilateral diplomacy. Full membership in the Central Asia Consultative Council also marked a new phase in Azerbaijan's relations with the Caspian basin and Central Asia, as noted by Mammadov.
Throughout 2025, Azerbaijan's foreign policy focused on reinforcing its role as an interregional 'living bridge and reliable partner.' The country advanced its strategic importance through transport and logistics projects, energy sector diversification, and digital infrastructure development, positioning itself as a key geopolitical actor in Greater Eurasia.
International summits held in Khankendi, Shusha, and Gabala further demonstrated Azerbaijan's growing political influence. Nijat Hajiyev, a political commentator, highlighted the significance of the Gabala Declaration, which elevated the Organization of Turkic States (OTS) to a new strategic level. The Declaration emphasized security and coordination, marking the beginning of a transformative era for the OTS.
Hajiyev noted that Azerbaijan's active role in strengthening OTS institutions is crucial for its development as a new geopolitical power center. With a combined population nearing 200 million and strategic potential in energy, transport, and defense cooperation, the OTS is positioned as an emerging alternative geopolitical entity.
