Moscow: The 2nd International Conference ‘Science for Russian Public Administration’, held at the Academy of National Economy and Public Administration under the President of Russia, showcased Azerbaijan’s state policy in the field of intellectual property as a model example.

According to Azeri-Press News Agency, the conference featured discussions on the role of intellectual property in public administration across the Eurasian region. The Republic of Azerbaijan’s policy in this field was particularly highlighted for its effective management approach. Grigory Ivliyev, an Honored Lawyer of the Russian Federation and current President of the Eurasian Patent Office, spoke at the event, stressing the need for a unified executive body to manage copyright and industrial property rights. He recommended Russia adopt a similar approach to Azerbaijan’s.

Ivliyev, in his report titled ‘Regional Regulation of Intellectual Property Issues in the Eurasian Space’, cited Azerbaijan’s Intellectual Property Agency, established in 2018, as a successful example. He referenced an article by Kamran Imanov, Chairman of the Board of the Intellectual Property Agency of Azerbaijan, which discussed the agency’s formation and activities. The agency was formed through the merger of the Patent Center and the Copyright Agency, resulting in a single institution managing all aspects of intellectual property, with independent status equal to executive authorities.

Ivliyev noted the importance of incorporating economic and socio-cultural aspects into the modern understanding of intellectual property, emphasizing the need for a unified management system. He highlighted that in 98 countries, intellectual property offices operate under a single institution, with Azerbaijan being one of 37 countries where these offices are not subordinate to higher institutions. This independent structure allows Azerbaijan’s intellectual property system to perform broader functions beyond legal responsibilities.

The conference was attended by notable figures such as Russian Deputy Prime Minister Dmitry Chernyshenko, Rector Alexei Komissarov, and Director General Yuri Nosov, among others.
