Azerbaijan’s Stable Regulatory Environment and Strong Fiscal Balance Highlighted

Baku:Real Hajiyev, Associate Director and Senior Banker at the European Bank for Reconstruction and Development (EBRD), praised Azerbaijan for its stable regulatory environment and strong fiscal balance during a panel discussion at the 'German-Azerbaijani Strategic Partnership and Connectivity Conference 2026.'

According to Azeri-Press news agency, Hajiyev highlighted that while Azerbaijan has made significant strides in these areas, there is a need to enhance the institutional framework to better attract and encourage private investment. He noted that certain engineering, procurement, and construction contracts are predominantly used in Azerbaijan, especially for large projects, which often rely on a single model for contracting and delivery.

He suggested exploring alternative approaches like Public-Private Partnerships, which offer different models for attracting investors. Hajiyev emphasized the importance of ensuring that projects are strong technically and that risks are appropriately allocated between parties. The EBRD is working with the government to bridge gaps by providing expertise and developing these alternative approaches.

Furthermore, the EBRD is offering technical assistance and utilizing its internal resources to prepare investment projects, ensuring that once these projects are ready, private investors, lenders, and equity investors are prepared to invest.
