Baku: Azerbaijan’s State Security Service has been conducting intricate operational and technical measures around Ramiz Mehdiyev, the former head of the Presidential Administration. Some details have emerged regarding the criminal case against Mehdiyev.

According to Azeri-Press News Agency, the measures by the State Security Service (SSS) around Ramiz Mehdiyev began well before the criminal case initiation. A decision from the Sabail District Court dated August 13, 2025, laid the groundwork for these operations.

This week, Mehdiyev’s legal team filed an appeal against several decisions leading up to his house arrest. The lawyers reviewed criminal case materials at the SSS and decisions issued by the Sabail District Court based on SSS’s motions. The measures included intercepting data transmitted through communication channels and conducting search operations at the ‘Sharg-Garb’ publishing house and other locations, all based on the court’s decision.

In media reports, Zaur Abiyev is the only lawyer mentioned for Ramiz Mehdiyev. However, according to information obtained by Azeri-Press News Agency, Mehdiyev has retained a total of three lawyers, although the names of the other two have not been publicly disclosed.

On October 14, the Sabail District Court of Baku city imposed house arrest on Ramiz Mehdiyev as a preventive measure for four months. Mehdiyev faces charges under Articles 278.1, 274, and 193-1.3.2 of the Criminal Code of the Republic of Azerbaijan, which relate to acts aimed at seizing state power, treason, and the legalization of property obtained through criminal means, respectively. Ramiz Mehdiyev served as the head of the Presidential Administration from 1995 to 2019.
