Tender for identification of the external auditor of the financial statements of the Sustainable and Operational Social Security Agency (‘DOST”) ended on the last day of the past year. However, the parties have not signed the procurement contract yet.

According to the unified portal of public E-procurement, “Deloitte and Touche” won the tender. In addition to auditing financial statements for three years (2022-2024), the company will provide consulting services to “DOST” agency. These services include the establishment of a financial control framework, preparation of an accounting policy document and strengthening of the agency’s capacity for further financial modelling and reporting analysis.

Note that “Deloitte and Touche” (TIN: 1300679981) can get AZN 446,200 ($262,300) from the state within this contract.

Recall that “DOST” agency https://dost.gov.az/ was established in 2018 under the Ministry of Labour and Social Security of Population with the purpose to provide quick and convenient access of population to services in the field of employment, labour, social protection and security through the network of DOST centres. The agency is financed through the Ministry of Labour and Social security. However, no amount of funding for the agency and its subdivisions has been disclosed. The “DOST” agency has not published financial statements for 2019-2021
