Baku: Emin Huseynov, Special Representative of the President in the Aghdam, Fuzuli, and Khojavend districts, highlighted that current reconstruction efforts in the liberated territories are not confined to housing but extend to job creation and comprehensive living conditions. Speaking at the 13th Session of the UN World Urban Forum (WUF13), Huseynov stated that these projects are being developed in accordance with advanced urban planning principles, incorporating 'smart city' and 'smart village' approaches.

According to Azerbaijan State News Agency, Huseynov outlined four key principles guiding the reconstruction efforts. These include creating human-centered cities with accessible services and centralized facilities, promoting ecological balance through green spaces and reduced car use, preserving cultural and historical heritage in modern urban design, and ensuring jobs with dignified living conditions. These principles are integral to the 'First State Program on the Great Return to the Liberated Territories of the Republic of Azerbaijan.'

Huseynov emphasized that the process aims to ensure a dignified return, focusing not only on large-scale resettlement but also on integrating housing, job creation, and living conditions within a unified master plan. This approach, he explained, embodies the concept of a 'smart city,' where all elements work cohesively to enhance the living standards of returning residents.
