Baku: Emin Huseynov, Special Representative of the President of the Republic of Azerbaijan for the Agdam, Fuzuli, and Khojavand districts, emphasized the critical need to integrate the voices of former internally displaced persons (IDPs), local residents, women, youth, and vulnerable demographic groups from the very beginning of the urban reconstruction process. Speaking at a specialized session titled "Housing at the Center of Crisis Recovery and Reconstruction," held during the 13th Session of the United Nations World Urban Forum (WUF13) in Baku, Huseynov stated that the success of recovery efforts should be measured not just by the number of houses constructed but by whether people truly feel they have returned to their homes.

According to Azerbaijan State News Agency, Huseynov highlighted the necessity of partnership in achieving this goal. He stressed that governments, international organizations, financial institutions, urban planning experts, and local communities should not operate in silos but should work collaboratively through integrated and people-centered approaches. In a world increasingly facing conflicts, climate shocks, and displacement, Huseynov argued that housing provision should no longer be considered a secondary humanitarian issue.
