Baku:The European Union's decision to impose an additional processing fee on low-value parcels could have significant consequences for millions of consumers, e-commerce companies, postal operators, and logistics providers, according to Masahiko Metoki, Director General of the International Bureau of the Universal Postal Union (UPU), who spoke at the PostEurop General Assembly 2026.
According to Azeri-Press news agency, Metoki highlighted that the EU's new processing fee, effective from July 1, marks an important shift in the cross-border e-commerce landscape. This decision aims to create a more level playing field, enhance customs controls, and address the challenges of growing cross-border e-commerce volumes. However, there is notable concern within the industry about how this measure will be practically implemented and its wider economic effects.
Metoki pointed out that other countries and regions are also setting their own customs requirements, which pose challenges to the UPU's treaty and operational frameworks. The UPU's priority is to ensure sustainable and high-quality international postal services while allowing operators to innovate, invest, compete, and adapt to shifting customer demands.
