The State Committee for National Security of Kyrgyzstan (SCNS) detained the ex-director of Tazalyk municipal enterprise Ryspek Sarpashev. Press center of the state committee reported.

A criminal case on the facts of misappropriation and embezzlement of entrusted property, as well as abuse of official position was initiated against the former director of Tazalyk S.R.A. (Sarpashev Ryspek Anakovich. — Note of 24.kg news agency).

It was found out that Ryspek Sarpashev, being the director of the municipal enterprise, in 2017-2018, for the purpose of personal enrichment, entered into a preliminary criminal conspiracy with individual employees of Tazalyk, abusing his official position, unreasonably wrote off auto parts, fuel and lubricants for non-working special equipment (garbage trucks, dump trucks, trucks).

It is noted that spare parts and fuel and lubricants were sold, and the money received was appropriated by them.

A forensic accounting examination showed that the budget of Tazalyk enterprise suffered damage of more than 5 million soms.

«As a result of such actions, there was a catastrophic shortage of special equipment, fuel and lubricants, which provoked improper work of the relevant municipal services responsible for waste removal. Citizens have repeatedly complained about the large accumulation of waste and untimely removal,» the statement says.

Ryspek Sarpashev was detained and placed in the temporary detention center of the SCNS.

Further investigative and operational measures are being taken to establish all the circumstances of the case and other responsible persons involved in this corruption scheme.

Ryspek Sarpashev was the director of Tazalyk several times. He headed the company from 2010 to 2012 and from 2014 to 2018. From August 2018 to October 2019, he worked as Vice Mayor of Bishkek. In 2019, he became the head of Tazalyk again and worked in the position until 2021.
