Baku: Head of the Republic of Dagestan of the Russian Federation, Sergey Melikov, has extended his congratulations to President Ilham Aliyev of Azerbaijan on the occasion of his birthday. In a letter, Melikov expressed his warm and heartfelt wishes to the Azerbaijani leader.
