Baku: 'Work is underway on the design of hospitals in the liberated territories,' Health Ministry official Jabir Muradov said at a roundtable held as part of Baku Climate Action Week 2026 (BCAW 2026), APA reports.

According to Azeri-Press News Agency, the Health Ministry official stated that the ministry is progressing with this initiative in line with the State Program on the Great Return. Muradov highlighted the ministry's interest in the timeline for the implementation of an energy efficiency passport requirement for buildings. While designing these hospitals, considerations include not only Azerbaijani laws but also the standards set by the World Health Organization (WHO). Muradov also pointed out the financial implications of these requirements, questioning which standards would govern the insulation materials used by design companies during the design phase.

In response to these concerns, Jahid Mikayilov, Head of the Energy Efficiency Department at the Ministry of Energy, clarified that the energy efficiency passport requirement will be enforced starting January 1, 2027. He mentioned that until then, hospital buildings will be constructed following the current norms and standards, with the possibility of changes if the standards are updated.
