At the end of the outgoing year, the Russian Duma adopted a law that delighted all drivers: the mandatory technical inspection of cars for owners – technical persons was canceled. Mandatory maintenance was retained only when the owner of the car changed, and even then, if the car is not new.
This is how the Russian deputies congratulated the Russian drivers. In Azerbaijan, the mandatory maintenance for cars over four years old remains. Upon reaching 10 years from the time of manufacture of the machine, maintenance must be carried out once every two years, and then annually. Moreover, since November 2021, Azerbaijan has increased the size of state duties for passing MOT, depending on the engine size of the car.
Lawmaking in Russia is monitored in Azerbaijan, and new laws adopted in the Russian Federation are often repeated in our country. Mandatory maintenance for new cars in Russia was canceled in 2011, maintenance was transferred to private diagnostic centers. Then the mandatory maintenance for new cars was canceled in Azerbaijan.
In July and October of this year, the Russian Federation twice tightened the laws on the media, in terms of registration of media and the rules for their work (the law on “foreign agents”). Around the same time, the Azerbaijani state media development agency began to prepare the text of the draft law “On Media”, adopted on December 30 by the Milli Mejlis, and containing repressive provisions.
In accordance with the custom of our legislators, it is appropriate to hope for the adoption of a similar, new rule on the maintenance of cars for non-physical persons in Azerbaijan. Despite the adopted changes in the procedure for passing maintenance (in March, the traffic police launched a “hot line” for motorists on MOT issues), bribery in the inspection centers subordinated to the Ministry of Internal Affairs continues.
In Disput.az, drivers report the forced transfer of illegal amounts to maintenance workers. “A neighbor arrived yesterday from a technical inspection, and said that they demanded 125 manats for inspecting the 2008 Range Rover.”
“Do not believe the rumors, this year maintenance was easier than last year – when I started to speak about my rights in the office, and noted the mistake of their employee, they even erased the point that I do not have a first-aid kit. Why do they try to find some faults, did additional wheels appear in the car, or the wings have grown? It is the same that was last year. The funniest thing is that with my car, which is more than 20 years old, for 10 years I have been passing maintenance without bribes, and the owners of more recent cars complain about “difficulties “passing maintenance”. “Inspection and the police are incompatible. Everywhere in the world, maintenance is separated from government agencies.”
“I strongly suspect that if you drive a brand new car to them, they again will find any fault. That is why they made a 5-year period for new cars. Do you really think that they decided to make life easier for you and me? What percentage of the population of Azerbaijan has a new car? A small percentage of “their” people with whom you don’t want to quarrel. Most drive old cars. And tell me, if there really is a fault would they let us go with maintenance coupon?” They would certainly force to fix all faults. When there were faults in my car, my husband presented a certificate of the car’s inspection from the car service and demanded to show the calibration certificate of the equipment in the technical center. The man in uniform did not believe the certificates of the car check. Then the following conversation took place: don’t you believe the documents about the check carried out from the car service. Let’s say I agree with you. Tell me, is there a government agency or government licensed private service where I can fix faults. After that, the uncle left quickly.

When asked about the likelihood of canceling technical inspections in Azerbaijan, the press service of the Ministry of Internal Affairs said that law enforcement agencies do not create laws, but act in accordance with the laws adopted by the parliament. If a new norm on the abolition of maintenance is adopted, the Ministry of Internal Affairs will execute it.
