Baku: Moninder Singh Bual, the President of the Canadian Sikh Federation and an outspoken human rights advocate affiliated with the Baku Initiative Group (BIG), has been the focus of international alarm following his activism and submissions to global organizations, which have reportedly led to assassination plots and transnational repression against him and his family, BIG informed APA.
According to Azeri-Press News Agency, a report released by UN Special Rapporteurs highlights that since 2022, Singh Bual has received four "duty to warn" notifications from Canadian security authorities due to his global advocacy for Sikh self-determination. The latest warning, delivered on February 22, 2026, was deemed particularly credible, as it allegedly targeted not only Singh Bual but also his wife and two young children, marking a significant escalation in the threats against him.
The report labels the assassination attempt as indicative of India's alleged strategy to eliminate dissidents and human rights defenders, irrespective of their location. It notes the plot was timed just before Singh Bual's planned departure for Geneva to participate in the 61st session of the UN Human Rights Council.
In reaction to these threats, five UN Special Rapporteurs and human rights experts formally communicated with the Canadian government. They accused Indian authorities of engaging in unlawful transnational repression, including contract killings and retaliatory actions abroad. The letter also references the 2023 assassination of Sikh activist Hardeep Singh Nijjar in Canada, following a similar warning, and criticizes Canada's perceived failure to safeguard against acts of state-sponsored terrorism by India on foreign soil. The documents accuse the Indian government of not only infringing on the rights of minorities within its own borders but also attempting to silence Sikh activists abroad through espionage and intimidation.
The UN experts' communication has sparked widespread media attention. Major outlets like The Guardian, CBC News, Global News, and The Independent have reported on the story, condemning Indian intelligence operations that allegedly compromise the security of sovereign nations and involve networks targeting Sikh activists in Europe and North America.
Additionally, the Baku Initiative Group's online platforms are reportedly subject to frequent cyberattacks originating from India.
