The State Fire Control Service of the Ministry of Emergency Situations, within its competence, continues to take necessary measures to ensure fire safety in the country.

In this context, during the inspection at filling station belonging to “Valeh” CJSC located in Abulbayli village of Tovuz district, the State Fire Control Service identified numerous shortcomings in the field of fire safety, which posed a direct threat to human life or health, environment and state property interests.

Thus:

– the construction project documents were not agreed with the State Fire Control bodies during the reconstruction and expansion of the facility;

-the fire prevention regime was not defined by the order to ensure fire safety;

-the territory of the facility was not periodically cleaned of combustible waste, garbage, dry grass and leaves;

-fire safety warning signs were not installed in the area;

-electrical devices were not installed in accordance with the requirements of the “Rules for the Installation of Electrical Devices”;

-the facility was not provided with primary fire extinguishing means in accordance with the norms;

-the operation and repair of fuel tanks was not carried out in accordance with the requirements of the relevant governing documents in force, the tanks were not placed in a specially designated area according to the project;

-the facility was not compulsorily insured, etc.

Thus, the current situation shows that as a result of the continuation of the operation of the facility, the fire that can occur at any time will expand in a short time and make the tragedy inevitable.

Taking into account the above-mentioned, in order to protect human life and health, state property interests, national wealth, environment, all types of property from fires that may occur due to violation of fire safety norms and rules, guided by paragraph 9 of Article 25 of the Law of the Republic of Azerbaijan “On Fire Safety”, Article 28 of the Law of the Republic of Azerbaijan “On regulation of inspections in the field of entrepreneurship and protection of the interests of entrepreneurs”, as well as the requirements of paragraph 9.7 of the “Regulations on the State Fire Control Service of the Ministry of Emergency Situations of the Republic of Azerbaijan”, a decision was made to suspend the activity of filling station belonging to “Valeh” CJSC located in Abulbayli village of Tovuz district, where violations of fire safety norms and rules were revealed.
