Khankendi: A new administrative building for the Karabakh Regional Urban Planning Department is set to replace the former separatist ‘Ministry of Foreign Affairs’ facility in Khankendi.
According to Azeri-Press News Agency, the Republic of Azerbaijan has embarked on a significant reconstruction process following the 44-day Patriotic War and subsequent counter-terrorism measures carried out in 2023. This initiative is part of the Great Return State Program, which aims to rebuild the liberated territories, restore national identity, and ensure sustainable development in the region.
The State Committee on Urban Planning and Architecture of the Republic of Azerbaijan highlights that since the victory, a systematic reconstruction and restoration process has been underway in Karabakh and East Zangezur. Comprehensive projects based on modern urban planning principles are being implemented, focusing on infrastructure development, cultural heritage restoration, and the revival of historical monuments.
In September 2025, the demolition of the former separatist regime’s ‘Ministry of Foreign Affairs’ building began, marking a symbolic transition to a new era of development. The new administrative building for the Karabakh Regional Department of Architecture and Urban Planning will serve as a key headquarters, overseeing urban planning and construction activities in the region. This department is tasked with implementing infrastructure projects, preserving cultural heritage, and creating comfortable urban spaces.
The forthcoming three-story building, designed with modern architectural concepts, will cover an area of approximately 2,000 square meters and is expected to be completed by the beginning of 2027. It will provide a modern working environment with advanced facilities, supporting the effective functioning of the staff involved in the region’s reconstruction efforts. This development underscores Azerbaijan’s commitment to strengthening public administration and symbolizes the nation’s resilience and determination.
