Preferential working conditions introduced for specialists engaged in territories liberated from occupation

President Ilham Aliyev signed decrees on amendments to legislative acts (Labour Code, etc.), according to which the concept of “specialist working in the liberated territories of Azerbaijan” will be introduced.

 

This notion includes employees graduating from vocational, secondary and higher educational institutions and having at least 2 years of work experience in the last 5 years and working in the liberated territories of our country under an employment contract. “The new legislative acts serve to implement incentive mechanisms for persons settled and engaged in our liberated territories and for employers; a support package providing a number of benefits for them, and effective management of the workforce in these territories.” This is how the Ministry of Labour and Social Security commented on changes in the labour legislation.

 

These professionals will receive a monthly supplement to their salary, a one-time allowance of 600 manats, and they will be granted an additional five days of holiday annually.

 

Note that social security contributions paid for workers by non-state employers operating in the occupied territories from January 2023 to 1 January 2026 will be 100% subsidized from the state budget. The system of subsidizing social insurance contributions will continue until 2033 in line with a descending pattern. From January, for a period of 10 years, 100% subsidisation of social insurance contributions paid by individual entrepreneurs, family farmers, land share holders will be applied. The social insurance premiums paid by them will be refunded from the state budget.

 

Also, the labour migration quota will not apply for a period of 5 years to foreign specialists recruited to work in areas freed from occupation
