He highlighted the historical efforts of National Leader Heydar Aliyev in supporting Azerbaijani scientists and the ongoing policies that allow Azerbaijani youth to study in leading global universities. This approach has significantly enhanced the country’s intellectual capital.
The President reflected on the challenging early years of Azerbaijan’s independence, recalling Heydar Aliyev’s return to power in 1993, which marked a turning point for the nation despite severe economic and humanitarian crises. Despite limited resources, funds were allocated to sustain the Academy’s operations and protect its scientific endeavors.
President Aliyev noted that, as Azerbaijan’s economy developed, funding for science has more than doubled over the past decade. During his presidency, significant improvements have been made to the Academy’s infrastructure, including building renovations and the establishment of new research facilities. The creation of the Science Fund in 2009 was a strategic initiative to provide financial support and foster scientific growth through grants.

He stressed the importance of aligning scientific research with economic and industrial development to ensure practical results and sustainable progress.
