Lachin: The adoption of the first Constitution of the independent Republic of Azerbaijan is tied to the legacy of national leader Heydar Aliyev, as highlighted by Prosecutor General Kamran Aliyev during an international conference in Lachin. The conference, titled "National Leader Heydar Aliyev is the author of the Constitution of independent Azerbaijan," was reported by APA's Karabakh bureau.

According to Azeri-Press News Agency, a Constitutional Commission of 33 members was established under the leadership of Heydar Aliyev to draft Azerbaijan's Constitution. The draft was subjected to nationwide discussion and was adopted in a referendum on November 12, 1995, with a 91.9 percent majority vote and 86 percent voter turnout. It came into force on November 27, 1995. This moment is considered a pivotal event in Azerbaijan's history and a significant contribution by Heydar Aliyev to the nation's statehood.

Prosecutor General Kamran Aliyev emphasized that the Constitution, comprising 5 sections, 12 chapters, and 158 articles, declares the Azerbaijani people as the sole source of state power and prioritizes the provision of human and civil rights and freedoms as the state's supreme goal.
