Prosecutor General Reveals Criminal Liability Statistics for Azerbaijani Juveniles in 2025

Baku: Prosecutor General Kamran Aliyev has disclosed that 478 juveniles were held criminally liable in Azerbaijan last year.

According to Azeri-Press News Agency, Aliyev made this announcement during the presentation of the research report titled 'Legal Awareness of Adolescents in Azerbaijan' and the book 'Children and Law'. He highlighted alarming global statistics on child violence and crime, citing the United Nations Children's Fund's (UNICEF) 2025 report, which indicates that children worldwide experience violence and crime every four minutes.

The Prosecutor General shared that 1.6 billion children globally faced physical and psychological pressure at home last year. Furthermore, 90 million children were reported to have been subjected to sexual violence in 2025. Despite these concerning figures, Aliyev remarked that Azerbaijan's situation is relatively successful compared to other countries.

In Azerbaijan, apart from the 478 juveniles held criminally liable, 784 minors were registered as victims in 2025. Aliyev noted that while the figures are not alarming compared to global data, they are still a cause for concern. He emphasized that one of the key issues is the low level of legal awareness among children and the insufficient efforts in raising awareness in this area.
