Baku: A member of the Security Council and former head of the Presidential Administration, Ramiz Mehdiyev, has been implicated in a coup plan against the Azerbaijani government, which has come to light amidst rising tensions with Russia. Mehdiyev, with alleged support from Russia, was reportedly preparing to seize state power, revealing a complex web of treason and illegal activities.
According to Azeri-Press News Agency, Mehdiyev attempted to exploit the strained relations between Azerbaijan and Russia following the downing of an AZAL aircraft in Russian airspace on December 25 last year. The incident led to significant diplomatic tensions as Russia refused to apologize or compensate, sparking widespread criticism in Azerbaijan. Mehdiyev seized this opportunity to propose a coup plan to Russia through his established channels and connections.
The plan was to establish a temporary governing body in the form of a State Council, with Mehdiyev at its helm. He reportedly shared a list of individuals who would play key roles in this council, expecting Moscow’s backing for the operation. Mehdiyev’s plan, however, was exposed during a meeting between the Presidents of Azerbaijan and Russia in Dushanbe, where the Russian side informed Azerbaijan about the proposal. Russia, having lost patience with Mehdiyev, decided to abandon him and officially disclosed his intentions to Baku.
Mehdiyev’s longstanding ties with Russia date back to the Soviet era, where he was known to support Moscow’s influence within the Azerbaijani government, promoting pro-Russian officials across various sectors. His influence waned after the Patriotic War when he was removed from his position and later resigned from the Azerbaijan National Academy of Sciences (ANAS) amid internal pressures and investigations into irregularities.
The investigation into Mehdiyev’s activities has unveiled significant legal violations during his presidency at ANAS. A comprehensive investigation is underway, with several episodes already sent to court for consideration. Prosecutor General Kamran Aliyev emphasized the seriousness of the charges, which include acts aimed at seizing state power, high treason, and the legalization of property obtained by criminal means.
Mehdiyev’s family has also been embroiled in scandals, notably the violation of quarantine rules at his daughter’s wedding in 2020 and the ownership of substantial properties and businesses. His family’s involvement in questionable land acquisitions and bank ownership has further complicated his legal standing.
Currently, Mehdiyev faces potential loss of his state awards and honorary titles, reflecting the gravity of the charges against him. The YAP Veterans Council has moved to expel him from the party, and discussions are underway regarding the deprivation of his state honors.
The Sabail District Court of Baku has ruled to place Mehdiyev under house arrest for four months as the investigation continues into the allegations of his involvement in the coup plot and other serious crimes.
