Reconstruction of facilities damaged during military operations ongoing for third year

No end in sight for the repair and construction work that started in January 2021 on individual houses and non-residential facilities in the frontline zone affected by military operations in autumn 2020. The responsible contracting authority on behalf of the state is continuing the process of awarding direct contracts to a pre-determined circle of construction companies.

According to the single public procurement portal, 4 companies have been awarded the next four contracts: “Conco” CJSC (1403054601), “Rabit?insaat” OJSC (INN: 1500090621), “Insaat Servis”-2 LLC (INN: 1001716061) and “Az Graft Construction” LLC (6200389011). Total cost of these works is estimated at 5 million 531.500 manats ($3,253.800). The works will be carried out in the city of Ganja and Agdam, Tartar, Barda and Fizuli regions.

Customer is the Centre for Territorial Construction and Planning (CTCP) under the State Committee for Urban Planning and Architecture (SCUPA). The CTCP is responsible for distribution of contracts for reconstruction of facilities damaged during the war among a small group of companies in a non-transparent scheme that circumvents the legislation on state procurement. There are ten such construction companies in total. According to Turan News Agency, by August 2022 the total value of the awarded contracts was AZN 96 million.

Earlier, the SCUPA reported about identification of over 12,000 facilities affected by military operations.

Turan asked CTCP “why reconstruction works have not been completed in spite of the lapse of time”. However, the agency declined to answer the question, although the Centre also has a public relations department. The CTCP recommended Turan to contact the higher-ranking organisation, the SCUPA, on any issue
