The full version of the article is presented below.

According to Azerbaijan State News Agency, President Ilham Aliyev's visit to Garabakh on December 23 was a demonstration of political and economic intent. The strategy in the liberated regions of Azerbaijan has evolved from merely focusing on recovery to a broader agenda of renewal. This approach aims to establish a self-sufficient regional economy that will endure beyond the initial reconstruction phase.

The visit showcased a unified agenda where the president inspected projects in housing, education, energy, industry, and tourism. This was not a collection of isolated initiatives, but an integrated development model where sectors support each other. In Karkijahan, housing rehabilitation was accompanied by the restoration of utilities and infrastructure, ensuring that resettlement becomes permanent.

Education emerged as a significant focus, with the reopening of a secondary school and the expansion of Garabagh University. This highlights a long-term vision where human capital plays a central role. The state aims to ensure that regional development skills are cultivated locally by aligning academic programs with industry needs.

Energy infrastructure, a crucial yet understated enabler, was also highlighted. Investments in the Khankendi-1 substation and power grid modernization support both social life and industry. This infrastructure is vital for the sustainable operation of factories, universities, and homes.

Industrial openings in Khojaly and Aghdam mark a transition to economic normalization. Through industrial parks and state incentives, the government pursues export-oriented production, private investment, and job creation, reducing long-term state expenditure and integrating liberated territories into supply chains.

The opening of the Hilton Garden Inn in Aghdam signifies optimism about security and future demand, positioning Aghdam as a regional business and service hub. Collectively, the president's visit highlighted Garabagh's reintegration into Azerbaijan's economic and institutional framework.

The focus on simultaneous development in homes, schools, factories, and power generation demonstrates a commitment to building a reciprocal socio-economic ecosystem. The transformation in Garabagh is not merely about reconstruction but redefining the region's potential. The success of President Ilham Aliyev's strategy will be measured by the sustainability of families, businesses, and regional peace achieved through prosperity.
