Terrorist attack in Shusha – result of Russian peacekeepers’ inaction in Karabakh

Only an ungrateful dog can bite its owner, and this is precisely what a certain Norayr Mirzoyan did, throwing a grenade at a Russian peacekeepers’ checkpoint near Shusha. As is known, having bitten once, the dog will bite once again, so it cannot be left alive.

But whereas virtually everything is clear about Armenian terrorism, since this nation has been living for a century only with thoughts of terror and mass killings of civilians, it is not very clear why the Russian peacekeepers handed over terrorist Norayr Mirzoyan to the Armenian side. Is it possible that the peacekeeping contingent is so isolated from social networks that they do not see that this terrorist has already been recognized as a hero in Armenia? Or maybe the peacekeepers are so cowardly that they were frightened by the idle talk of another Armenian terrorist Vahagn Avagyan, who threatened to throw grenades at the Russian troops and Russian embassies? And I really don’t want to think that the peacekeepers connive at such terrorist acts. Although if the peacekeepers had fully implemented all their obligations and meticulously checked the Armenian terrorist’s car, this act would not have happened. But apparently, it is more convenient for the peacekeepers to accouche pregnant women, carry water, erect monuments, in general, do anything, but not fulfill their duties.

Under all norms of criminal law, Norayr Mirzoyan should be handed over to Azerbaijani justice. The terrorist committed a crime in the territory of Azerbaijan, and only the citizens of Azerbaijan suffered from his actions. So why should Armenia be involved in the investigation of the terrorist attack? Is it only because of the terrorist’s citizenship? In the presence of good-neighborly and legal relations between Azerbaijan and Armenia, it would be possible to ensure the participation of Armenian law enforcement agencies in the investigation. But Armenia still does not want to conclude a peace treaty with Azerbaijan, does not want to recognize territorial integrity. It means that an Azerbaijani court should try the criminal, who should serve his entire term in an Azerbaijani prison. However, I do not think that Mirzoyan would be too bored in prison; he would meet with several dozen Armenian citizens who have already been convicted on charges of terrorism in the territory of the Karabakh region of Azerbaijan. And all of them together could think about their criminal actions for years, repent of them and finally return to normal life.

But so far, the way out of the situation could be an anti-terrorist operation on the part of the territory of Azerbaijan where Russian peacekeepers are stationed. Since the peacekeepers themselves cannot fulfill the fourth paragraph of the trilateral statement of November 10, 2020, which clearly states that “the peacekeeping contingent of the Russian Federation is deployed in parallel with the withdrawal of the Armenian armed forces, then this must be done by the Azerbaijani counter-terrorist forces.

And there is certainly no doubt about the ability of the Azerbaijani troops to fulfill international agreements and even UN resolutions. Forty-four days of the Patriotic War clearly showed the whole world how to deal with terrorists and separatists in one’s native land.
