Three Sovereign Funds Anchor Newly Launched Galaxy Orientis China-ASEAN Investment Platform

Beijing: The State Oil Fund of the Republic of Azerbaijan, China Investment Corporation (CIC), and Indonesia Investment Authority (INA) have jointly established the Galaxy Orientis China-ASEAN Investment Platform (CAIP), a sovereign-led private equity platform dedicated to capturing long-term investment opportunities across the China-ASEAN corridor. The program has achieved a first close of approximately $520 million, with a target size of $1 billion.

According to Azeri-Press News Agency, the program unites the three sovereign wealth funds in a jointly governed investment platform aimed at facilitating long-term capital flows and industrial collaboration between China and the ASEAN region. This initiative is set against a backdrop of increasing China-ASEAN trade integration and accelerating supply-chain realignment across Southeast Asia. CAIP aims to seize high-quality investment opportunities in sectors such as industrial, healthcare, consumer, business services, and technology, which drive this structural shift.

CGS International Securities Pte. Ltd. (CGS International), the overseas arm of China Galaxy Securities (CGS), serves as the General Partner, providing regional expertise, operational infrastructure, and on-the-ground networks across Southeast Asia. The funds under the program will be invested in fund structures managed by reputable private equity managers with a clear China-Pan ASEAN angle, including deals in select ASEAN countries. These investments target Chinese companies with strategic plans to expand into ASEAN or ASEAN companies that can benefit from Chinese technologies, supply chains, know-how, and talent.

Zhang Qingsong, Chairman and CEO of CIC, expressed optimism about ASEAN's economic growth prospects and highlighted the potential of China-ASEAN cooperation. Eddy Porwanto, Acting CEO of INA, emphasized the strategic importance of the program in unlocking high-quality investment opportunities. Israfil Mammadov, CEO of SOFAZ, pointed to the platform as a milestone in building sovereign-to-sovereign partnerships. Wu Peng, Chairman of CGS International, mentioned the extensive knowledge and networks that CGS International brings to the program.

The fund was launched at a signing ceremony in Beijing, representing a significant collaboration between CIC, INA, SOFAZ, and CGS International. The initiative underscores the commitment of these entities to capitalize on trade and supply-chain integration between China and Southeast Asia, fostering long-term economic growth and value creation in the region.
