AERA and GNERC Host Inaugural Online Seminar to Exchange Expertise in Energy Regulation

Baku: The first online seminar has been conducted between the Azerbaijan Energy Regulatory Agency (AERA) and the Georgian National Energy and Water Supply Regulatory Commission (GNERC). The event marked a significant step in the collaboration between the two agencies, aimed at enhancing knowledge and sharing experiences in the field of energy regulation.

According to Azerbaijan State News Agency, Agha Hajizade, Head of AERA's International Relations Division, highlighted the seminar's importance in fostering awareness and facilitating the exchange of experiences. Elmar Gulaliyev, Head of AERA's Liberalization in Energy Sector Division, presented an overview of Azerbaijan's electricity sector, covering topics such as power generation capacity, market structure, renewable energy potential, market elements implementation, and the Energy Efficiency Fund.

Ana Zaridze, Director of GNERC's Commercial Service Quality Control Department, discussed GNERC's regulatory mechanisms, focusing on service quality, supply continuity, and consumer satisfaction. She introduced Georgia's Service Quality Monitoring System, the legal framework for monitoring, and the 'Know Your Rights' campaign.

Ina Osikmashvili, Chief Specialist at GNERC's Electricity Department, provided insights into the evaluation and approval processes for electricity network development plans and energy investment projects. Meanwhile, Beka Shonia from GNERC's Market Monitoring and Internal Audit Department covered the Black Sea Submarine Cable project and generation capacity expansion in Georgia.

The seminar concluded with a Q and A session, allowing participants to discuss issues and share perspectives. Notably, on February 21, 2024, AERA and GNERC signed a Memorandum of Understanding to continue their cooperation, focusing on exchanging regulatory experiences, sharing legislative developments, and organizing training programs on topics like renewable energy regulation and energy efficiency.
