Baku: The Center of Analysis of International Relations (AIR Center) has issued a clarification document addressing the recent policy brief by Clingendael titled ‘Armenia and Azerbaijan: Peace or Pause?’

According to Azerbaijan State News Agency, the AIR Center’s review found that the brief, published in September 2025, contains multiple factual inaccuracies, legal misinterpretations, and omissions that could lead to misunderstandings regarding Azerbaijani-Armenian relations.

The AIR Center emphasized that their response is based on a commitment to clarity and accuracy in international legal discussions, rather than mere disagreement. The document highlights specific issues such as terminology implying an unlawful “takeover,” suggestions of “Azerbaijani occupation” of Armenian territory, and descriptions of population movements in the Karabakh region using legally unsupported terms. The center argues these points require correction to avoid reinforcing misleading narratives.

The clarification also addresses the brief’s interpretations of negotiations, the status of the OSCE Minsk Group, Armenia’s constitutional references, and the legal foundation of mutual claims. The AIR Center believes these do not align with established records or documented positions, stressing the importance of precise terminology and context in shaping international perceptions and informing diplomatic decisions.

By providing this clarification, the AIR Center aims to contribute constructively to international policy debates with grounded, verifiable information. They emphasize the need for accuracy and mutual respect in supporting sustainable peace and regional stability.
