Baku: Anacl¡udia Rossbach, Executive Director of UN-Habitat, emphasized the importance of domestic financing in effectively addressing housing problems during her remarks at the panel session titled 'Housing at the Center of Crisis Recovery and Reconstruction' at WUF13. She pointed out that countries that have successfully tackled their housing issues have done so by leveraging their domestic financial systems, while those that have not developed such systems struggle to engage effectively in resolving housing challenges.

According to Azerbaijan State News Agency, Rossbach highlighted that the inability to mobilize domestic financial resources leads to a fragmented support system for people in need, which she described as a structural problem. She advocated for humanitarian planning that focuses on strengthening social capital and communities to overcome these challenges.
