Baku: Anar Guliyev, Chairman of the State Committee on Urban Planning and Architecture of Azerbaijan, has announced a significant shift in urban development strategy with the introduction of the Baku City Master Plan. This plan marks a transition from a monocentric to a polycentric urban model, aimed at enhancing the livability and resilience of the capital.

According to Azerbaijan State News Agency, Guliyev delivered Azerbaijan's national statement during the High-Level Meeting of the United Nations General Assembly on the Midterm Review of the implementation of the New Urban Agenda in New York. He highlighted that Azerbaijan, with 59 percent of its 10.2 million population residing in urban areas, has made strides in improving living standards and expanding access to essential services since regaining independence.

Guliyev noted that urbanization is recognized as a strategic driver of sustainable development under the "Azerbaijan 2030: National Priorities for Socio-Economic Development." This framework focuses on social well-being, inclusivity, economic competitiveness, and environmental sustainability. Over the past decade, Azerbaijan has implemented comprehensive reforms aligning with the New Urban Agenda, transforming urban planning into a strategic tool for integrated development.

The new generation of master plans in Azerbaijan emphasizes people-centered environments, pedestrian and cycling infrastructure, public transport, balanced zoning, green infrastructure, and accessibility. Guliyev pointed out that digital technologies and evidence-based analysis are crucial to the urban planning process, integrating historical and cultural heritage into modern development strategies.

The Baku City Master Plan 2040 exemplifies this approach, aiming to create interconnected urban sub-centers to alleviate pressure on the traditional city center, enhance mobility, and foster a more resilient capital. Guliyev underscored that housing is central to the implementation of the New Urban Agenda in Azerbaijan.
