Baku:The Azerbaijani Milli Majlis has approved a new procedure for calculating the salaries of military personnel, introducing significant changes to the existing system. The draft law, which was adopted in the third reading, outlines a shift from position-based salaries to rank-based salaries for all military personnel of the Ministry of Defense.
According to Azeri-Press news agency, the new scheme will replace the current position salary with a rank salary, which will now account for 70% of the total monetary allowance. This change is part of a broader reform package expected to increase the average salary of military personnel by 22.8% after taxes and other mandatory deductions. The reform aims to enhance the welfare of military personnel and encourage longer service.
The current provisions that ensure minimum position salaries of officers, warrant officers, midshipmen, and those in extended active service are not lower than the average salary of civil servants are being abolished. Additionally, the double rate allowance for military personnel participating in combat operations will no longer apply. Instead, the monetary allowance will depend on various factors, including military rank, length of service, specialty, and responsibility of service.
The reform also covers logistical aspects, with expenses for the relocation of military personnel and their families to new service areas being funded by the state budget. The provision of food products and other allowances will be managed by the designated executive authority. These comprehensive changes are intended to streamline the salary structure and improve the overall conditions for military personnel in Azerbaijan.
