Azerbaijan Launches Unified Digital Platform to Streamline Foreign Trade Operations

Baku: Azerbaijan has officially introduced the "Single Window" Information System - Digital Logistics Platform, aimed at consolidating data, services, and processes for foreign trade operations into a single digital ecosystem. The launch event, held on July 16, was attended by heads and representatives of various state institutions, business sector representatives, logistics companies, and members of the media.

According to Azerbaijan State News Agency, the platform was created by the Ministry of Digital Development and Transport, following Decree No. 547 of the President of the Republic of Azerbaijan, dated December 15, 2025. By integrating data, services, and document workflows related to import, export, transit, and transport operations, the system offers simplified, transparent, and traceable services for participants in foreign economic activities.

Vusal Gasimli, Executive Director of the Center for Analysis of Economic Reforms and Communication (CAERC), addressed the event, stating that the "Single Window" Digital Logistics Platform could significantly enhance Azerbaijan's transport services balance. He noted that in the first quarter of 2026, transport services constituted 30 percent of the total turnover of mutual services in Azerbaijan's balance of payments. Notably, 69 percent of the transport services, valued at 1.3 billion US dollars, were generated by non-residents using Azerbaijan's transport services.

Gasimli further revealed that exports of transport services in the non-oil and gas sector increased by 24.5 percent compared to the same period last year, while imports decreased by 10.6 percent. Consequently, the surplus in transport services rose by 54.4 percent, reaching 500 million US dollars, highlighting the sector's growing strategic importance in Azerbaijan's services balance.

The platform, as discussed by the speakers, simplifies procedures, reduces time and costs, and aims to improve the business environment by unifying logistics processes into a digital ecosystem. It is expected to enhance Azerbaijan's transit potential and create more efficient supply chains, thereby positively impacting business competitiveness, strengthening transit capabilities, and contributing to a more agile and sustainable foreign trade ecosystem.

The event also featured speeches from Rahman Hummatov, Azerbaijan's Deputy Minister of Digital Development and Transport; Natiq Shirinov, Deputy Chairman of the State Customs Committee of the Republic of Azerbaijan; and Ehtiram Quliyev, Project Manager of the "Single Window" Digital Logistics Platform. A presentation of the "Single Window" Information System was given, allowing participants to observe the system's operations firsthand.
