Baku: Azerbaijan is set to prepare a preliminary draft of the “Second State Program on the Great Return to the Liberated Territories of the Republic of Azerbaijan” by October 1, 2025. The Cabinet of Ministers has issued an order to this effect, highlighting the strategic importance of the initiative.

According to Azeri-Press News Agency, the Ministry of Economy is tasked with submitting the preliminary draft of the State Program by November 1, 2025. This move is part of Azerbaijan’s efforts to facilitate the return of its citizens to territories that have been liberated, ensuring sustainable development and resettlement in these areas.
