Baku: Azerbaijan is set to adopt new regulations for managing domestic violence complaints that lack criminal elements, as reported by APA. These changes are encapsulated in the proposed revision of Article 9 of the “On the Prevention of Domestic Violence” law, discussed during a meeting of the Human Rights Committee of the Milli Majlis, the Azerbaijani Parliament.

According to Azeri-Press news agency, the existing framework stems from the Cabinet of Ministers’ decision No. 46, dated February 24, 2012, which governs the handling of domestic violence complaints without criminal elements. The current procedures are executed based on these established rules, specifically for cases where no criminal elements are present.

The proposed draft aims to update Article 9, detailing the procedures for processing domestic violence complaints in line with Article 5.2 of the law. The revisions include specifying the timelines for addressing complaints, identifying the responsible authority for complaint reviews, and defin
ing the scope of individuals involved in the review process. This includes the engagement of lawyers, psychologists, and interpreters, and mandates the involvement of psychologists and educators when dealing with minors or individuals with disabilities. The draft also outlines the final decisions on the outcomes of domestic violence complaint handling.
