Baku: An “ICMAL” information system will be created regarding administrative offenses, APA reports. This initiative is part of the new Articles 45-1 and 45-2, added to the Code of Administrative Offenses approved by President of Azerbaijan, Ilham Aliyev.

According to Azeri-Press News Agency, the system will ensure the tracking of administrative offense protocols and decisions, including electronic formats, by assigning a unique number to each document. These documents will then be transferred to the “ICMAL” information system. Any decision involving an administrative penalty in the form of a fine cannot be executed without this unique number, which will be generated by the “ICMAL” information system.

To support the operation of the “ICMAL” system and improve the welfare of employees within the relevant authority, 5% of the fines collected under the Code will be allocated to the treasury account of the managing body. The procedure for transferring information on administrative offense protocols and decisions to the “ICMAL” system has been clearly outlined.

Additionally, court decisions are also planned to be integrated into the “ICMAL” system. This integration will be conducted according to the established procedures, ensuring a comprehensive collection of data related to administrative offenses.

The system also mandates that information on lost or unverified documents be entered into the “ICMAL” system immediately, but no later than 24 hours from the time of their compilation. This requirement aims to maintain the integrity and accuracy of the information stored within the system.
